Episode 11 brings us some good old fashioned juristriction friction between the toffs and the more down to earth heroes over who polices the planet/city and a plot straight out of Les Miserables, only with less time in a prison.
Episode 12 involves fun with a conspiracy of arsonists and spy work to find the bomb before it explodes, though the ethics of the intelligence gatherers is certainly suspect.
Episode 13 brings lots and lots of cherry blossoms and is based on a historical event that happened 4 years before the events of episode 12 (and references a war done 2 years after episode 12). Yay continuity. Also the bikes get an insert song.

First note is something I should’ve noticed several episodes back but oh well. The Gosho clan and Gosho city are named after the Kyoto Imperial Palace (Kyoto Gosho)
Notes for 11:
The Scramble Patrol are based on the Kyoto Mimawarigumi, Mimawari meaning ‘to look around or to survey’. These were the more elite guards, rather than the country samurai that formed the Shinsengumi. Their leader Gerba Zorba is based on the leader of the Mawarigumi, Sasaki Tadasaburo (who doesn’t have an english wiki article sorry).
The running theme with the wolves is likely based on the fact that ‘Wolves of Mibu’ was a nickname for the Shinsengumi, who our J9 heroes are based on. Meeb valley in the show is based on the Mibu district of Kyoto.
Notes for 12:
This looks a lot like the possible lead up to the Ikedaya Incident, where ronin from Choshu and Tosa (Longoo and Tolsa), planned to burn down Kyoto (Kyolark) and capture the man in charge of policing Kyoto, Matsudaira Katamori, who Prince Gosho is based on. There was also alledged to be some very nasty torture of an informant to get information on the plot…which does appear.
Roy Maron is based on Yoshida Toshimaru (no english wiki article sorry), who was a pro-Choshu extremist who was killed in the Ikedaya Incident.
I’m not 100% on this but I suspect Planet Toumi is based on the Mito Domain, due to events carried out.
Notes for 13:
Tyron Eeden is based on Ii Naosuke , who was a Bakufu politician involved with treaty negotiations (which are mentioned in the episode) with the United States and the Sakuradamon Incident which I’ll get to.
The fight between Gowahand (Satsuma Domain) and Englais, may be based on the Bombardment of Kagoshima, aka the Anglo-Satsuma War, which did not involve a war with oranges.
The Sakuradamon Incident was an assassination carried out by a group of nationalist extremists opposed to treaties with foreigners. The character Niino is based on the character of Niiro Tsuchiyo from the much adapted novel ‘Samurai Nippon‘, but I can’t tell you much more because it’s an utter pain to google.
